Is gné lárnach í an Ghaeilge sa chultúr Gaelach atá mar oidhreacht chomónta d'achan duine a chonaíonn ar an oileán seo. Is linne uilig an teanga, pé creideamh ná dearcadh polaitiúil atá againn. Saibhraíonn an teanga muid uilig. Seo an fáth a chreideann Sinn Féin go docht go bhfuil gá leis an teanga a chosaint agus a chur chun cinn. Is í aidhm s'againne ná sochaí dátheangach a chruthú ag gach leibhéal. Is é cuspóir s'againne go mbeidh muintir na hÉireann ábalta an teanga a shealbhú arís. Leagann an doiciméad seo amach modhanna praicticiúla leis seo a dhéanamh - reachtaíocht, craoltóireacht, an óige agus soláthar sóisialta.

Reachtaíocht

Creideann Sinn Féin go bhfuil cosaint láidir reachtaíochta de dhíth ar an Ghaeilge, reachtaíocht cosúil leis sin ar glacadh leis sna 26 Contae. Molann Sinn Féin:

  • Go ndréachteofar Bille Gaeilge don tuaisceart, Bille a thabharfaidh na cearta chéanna do Ghaeilgeoirí ó thuaidh agus atá acu ar an chuid eile den oileán.
  • Go láidreofar na míreanna sin den Chairt Eorpach do Theangacha Réigiúnacha nó Mionlaigh atá roghnaithe ag Rialtas na Breataine. Iarraimid go ndéanfear na míreanna sin a achtú agus a chur i bhfeidhm.
  • Go ndéanfar cearta pobal na Gaeilge a aithint, a chosaint agus a chur chun cinn sa Bhille um Chearta Daonna agus sa Bhille Singil um Chomhionannais.
  • Go mbeidh Coimisiúnéir ann don Ghaeilge ó thuaidh.

Craoltóireacht

Tá Sinn Féin ag éileamh:

  • Go mbunófar ar a laghad stáisiún raidió amháin agus stáisiún teilifíse don Ghaeilge taobh istigh de cúig bliana ar a ba mhó. . Go mbeidh maoiniú cuí ann don Chiste Léiriúcháin do Scannáin is Teilifíse.
  • Go leasófar Acht Cumarsáide de chuid Rialtas na Breataine le go mbeidh aitheantas foirmeálta ag an Ghaeilge agus í ar aon chéim leis an Bhreatnais agus Gàidhlig na hAlban.
  • Go mbeidh TG4 ar fáil go héasca in achan ceantar ó thuaidh.

Óige na Gaeilge agus Gníomhaíocht Sóisialta

Creideann Sinn Féin go gcaithfidh maoiniú fóirsteanach a chur ar fáil a spreagfaidh forbairt seirbhísí do dhaoine óga le Gaeilge.

Molann Sinn Féin:

  • Go mbeidh maoiniú dírithe ar chruthú cláracha ríomhaire agus cur chun cinn gníomhaíochtaí ríomhaireachta trí mhean na Gaeilge.
  • Go mbeidh daoine óga gníomhach i seinm agus taifeadadh ceoil nua-aimseartha agus ceoil traidisiúnta trí mheán na Gaeilge.
  • Go gcruthófar cláracha teilifíse agus raidió.
  • Go mbeidh maoiniú ann do dhrámaí Gaeilge.
  • Go bhfoilseofar leabhair agus irisí as Gaeilge.
  • Go mbeidh tograí ann le daoine óga mheallú chuig imeachtaí sóisialta trí mheán na Gaeilge.
  • Go mbeidh tograí le cluichí Gaelacha a fhorbairt ar chomhchéim leis an tacaíocht a thugtar do shacar.
  • Go mbeidh polasaí iomlánaithe ann a fhreastálfaidh ar na riachtanais atá ag an aos óg i bpobal na Gaeilge. I measc na gnéithe a ba chóir aghaidh a thabhairt orthu, tá soláthar traenáil agus staidéar garm-oiliúna trí mheán na Gaeilge.

Oideachas; Coláiste Breis Agus Ard Oideachais

Ag leanúint leis an dul chun cinn sa rannóg Ghaeilge, ba mhaith linn tógáil ar an dea-obair a rinne Máirtín Mag Aonghusa agus é ina Aire Oideachais.

Iarrann Sinn Féin:

  • Go bhforbrófar clár cuimsitheach de ranganna Gaeilge mar chuid lárnach den churaclam.
  • Go mbeidh teacht níos fusa ar ranganna Gaeilge ó bhun leibhéal a fhad le leibhéil an ard-oideachais
  • Go solátharfar acmhainní breise don rannóg réamhscoile.
  • Go mbeidh straitéis fócasaithe, ag tabhairt an Roinn Oideachais agus an Roinn Sláinte le chéile, le haghaidh a thabhairt ar sholáthar riachtanas speisialta don rannóg Gaeilge.
  • Go mbunófar coláiste Gaeilge tríú leibhéal. Forbródh an coláiste agus sholáthróidís réimse leathan cúrsaí Gaeilge, agus cúrsaí ar ábhar eile a mhúinfí trí mheán na Gaeilge, céimeanna agus iarchéimeanna san áireamh.

Cuntas Shinn Féin ar an Ghaeilge

Bhí Sinn Féin ar thús an tslua i gcur chun cinn tábhacht na Gaeilge agus an chultúir agus i gcosaint a stádais i rith na gcomhráite roimh chomhaontú Aoine an Chéasta agus ina dhiaidh, ar bhonn uile Éireann.

Sinn Féin a ba chúis, a bheag nó a mhór, le bunú Fhoras na Gaeilge, an eagraíocht uile-Éireann atá freagrach as cur chun cinn na Gaeilge. D'éirigh le Sinn Féin sa streachailt leis an bhuiséad a fháil ar ais d'Fhoras na Gaeilge i ndiaidh gearrthacha siar an rialtais.

Ba é Martin McGuinness, agus é ina Aire Oideachais, a bhunaigh Iontaobhas na Gaelscolaíochta agus Comhairle na Gaelscolaíochta, a bhí ina dtús ar réabhlóid ar an fhorbairt sa Ghaelscolaíocht ó thuaidh. D'iarr Sinn Féin réimse geallúintí ó Rialtas na Breataine maidir le gníomhú ar son na Gaelige agus tugadh na geallúintí céanna. Cuireadh na geallúintí seo i gcomhaontú Aoine an Chéasta. Thóg Sinn Fein an cheist faoin Chairt Eorpach do Theangacha Réigiúnacha nó Mionlaigh, agus níor stad siad de bheith ag déanamh feachtais le go dtabharfaí isteach í agus go gcuirfí i bhfeidhm ina hiomláine í sna hearnálacha cuí ar fud an Tuaiscirt. Lena chois sin, d'iarr Sinn Féin, taobh istigh den Chomhthionól agus den Choiste Gnó, go dtabharfas stádas cuí don Ghaeilge agus go ndéanfar an Ghaeilge agus úsáid na Gaeilge a éascú agus a chur chun tosaigh a mhinice agus is féidir.

Mar chuid dá théarmaí tagartha mar Aire Oideachais, ba é Martin McGuinness a bhunaigh na critéir ab fhearr riamh do bhunú scoileanna nua Gaeilge agus do chaomhnú na scoileanna atá ann faoi láthair. Chinntigh sé gur oibrigh a Roinn go leanúnach leo sin a raibh de dhualgas acu an t-oideachas Gaeilge a chur chun cinn. Taobh istigh den Roinn Sláinte thug an tAire Bairbre de Brún faoi chur chun cinn úsáid na Gaeilge, taobh istigh den Roinn féin agus i bplé na Roinne leis an phobal. Thóg Sinn Féin an cheist fá fhondúireacht do thraenáil i gcomhair theilifís Gaeilge agus léiriú cláracha Gaeilge ina gcainteanna le Rialtas na Breataine. Tugadh geallúintí dúinn maidir le glacadh TG4 agus maidir le traenáil agus léiriú cláracha Gaeilge.

D'ainneoin gur mhoilligh Rialtas na Breataine arís agus arís eile níor stad Sinn Féin de bheith ag brústocaireacht le go gcomhlionfaí na geallúintí sin. D'fháiltigh muid roimh an fhógra i mBealtaine 2003 go gcuirfí ciste £12 million ar fáil do thraenaíl agus do léiriú cláracha Gaeilge ar an teilifis, ar raidió agus i bhfoirm scannán. Tá an ciste ag feidhmniú leis anois.Tá go leor le déanamh go fóill lena dheimhniú go mbeidh an tús nua ann don Ghaeilge agus don chultúr Ghaelach a gealladh i gComhaontú Aoine an Chéasta. Caithfidh Rialtas na Breataine na gealliúntí a gheall siad a chomhlíonadh.

Tosaíochtaí Shinn Féin don Ghaeilge: 2005-2008

  • Acmhainní cuí agus acmhainní breise a bheith ar fáil d'Fhoras na Gaeilge.
  • Go ndéanfar treisiú ar na hailt a roghnaigh Rialtas na Breataine i gCuid III den Chairt Eorpach do Theangacha Réigiúnacha nó Mionlaigh.
  • Go gceapfar Coimisinéir láithreach a stiúrfaidh céimeanna ar son na Gaeilge taobh istigh d'eagraíochtaí agus de ranna stáit.
  • Go n-achtófar Bille don Ghaeilge sa Tuaisceart a thabharfaidh na cearta chéanna do Ghaeilgeoirí ó thuaidh agus atá acu ar an chuid eile den oileán.
  • Go mbeidh maoiniú agus áiseanna go leor ag an Chiste Léiriúcháin do Scannáin is Teilifíse.
  • Go ndéanfar leasú ar an Acht Cumarsáide sa Bhreatain le go mbeidh aitheantas oifigiúil ag an Ghaeilge agus í ar comhchéim leis an Bhreatnais agus le Gàidhlig na hAlban.
  • Go mbeidh gealltanas ann le tionscaint a dhéanamh maidir le forbairt na gcluichí Gaelacha ar comhchéim leis an tionscaint maidir le cur chun cinn agus forbairt an tsacair.
  • Go gcomhlíonfaí go luath na gealltanais go mbeidh TG4 ar fáil ar fud an Tuaiscirt.
  • Go gcuirfear polasaithe don Ghaeilge i bhfeidhm a dhearbhóidh cearta Gaeilgeoirí agus cur chun cinn na Gaeilge i ngach leibhéal den riarachán sa Tuaisceart.
  • Go mbeidh cur chuige cuí agus iomlánaithe ann i dtaca le fundúireacht agus cur chun cinn na n-ealaíon trí mheán na Gaeilge.
  • Throid Sinn Féin le haghaidh 'Stádas' don Ghaeilge san Aontas Eorpach mar theanga oifigiúil oibre i bParlaimint na hEorapa. Mura mbaintear é seo amach le linn Uachtaránacht Lucsamburg, troidfidh muid ar aghaidh ar a son le linn treimhse Uachtaránacht Rialtas na Breataine.

Giving the Irish language back to the people

Sinn Féin Irish Language manifesto for the Westminster elections.

Introduction

The Irish language is a central component of our culture which belongs to all of us who live on this island irrespective of creed or political outlook. It enriches all our lives. This is why Sinn Féin believes strongly in the need to protect and promote the Irish language. Our policy is aimed at creating a bilingual society at every level. Our objective is to allow the people to reclaim their language. This document sets out practical ways of doing this across a number of key areas - legislation, broadcasting and youth and social provision, Legislation Sinn Féin believes that the Irish language in the 6 counties needs strong legislative protection in line with that in the 26 Counties.

Sinn Féin propose:

  • the introduction of an Irish Language Bill for the north which will give Irish speakers at least the same rights as those on the rest of island.
  • strengthening and enactment of the clauses chosen by the British Government in part III of the European Charter for Regional and Minority languages.
  • the rights of the Irish language speakers to be recognised, protected and promoted in both the proposed Human Rights Bill and the Single Equality Bill.
  • the creation of a Commissioner for the Irish language in the north.

Broadcasting

Sinn Féin is demanding:

  • the establishment of an Irish language television channel and at least one Irish language radio station within five years.
  • proper resourcing for the Irish language film and television production fund.
  • the amendment of the British Communications Act to give a formal recognition to Irish
  • speedy delivery on the promises to make TG4 readily accessible in all areas of the north.

Irish language Youth and Social Activities

Sinn Féin believes that suitable and sufficient funding must be made available to encourage the development and creation of services for young people in Irish.

Sinn Féin are proposing:

  • funding aimed at the creation of computer programmes and computer based activities in Irish.
  • the involvement of young people in playing and recording modern and traditional music in Irish.
  • the creation of films, television and radio programmes in Irish.
  • funding of Irish language dramas.
  • the publication of books and magazines in Irish.
  • initiatives aimed at increasing the involvement of young people in social activities in the Irish language.
  • initiatives to develop Gaelic games on a par with the initiative for the promotion of soccer.
  • an integrated policy aimed at meeting the needs of the younger members of the Irish language community including the provision of training and vocational studies through the medium of the Irish language.

Education; A Irish Language College of Higher and Further Education

Continuing the progress already made in the Irish medium education sector and building on the work of Martin McGuinness as Minister of Education. Sinn Féin are proposing:

  • the development of an all embracing programme of language classes as an integral part of a curriculum.
  • increased access to Irish language courses from pre-primary right through higher and further education levels.
  • extra provision for the pre-school sector.
  • a focused approach, involving both the education and health departments, to provide special needs education in the Irish medium sector.
  • a third level Irish language college must be established which will develop and deliver a range of courses through the medium of Irish, including degree and post graduate courses and qualifications.

The Sinn Féin record on the Irish language

Sinn Féin has been to the forefront in promoting the importance and safeguarding the position of the Irish language and culture during the negotiations leading to the Good Friday Agreement, and since, on an all-Ireland basis.

Sinn Féin was instrumental in bringing about the establishment of Foras na Gaeilge, the all-Ireland body with responsibility for promoting the Irish language. Sinn Féin was successful in the fight to restore the budget to Foras na Gaeilge following government cutbacks.

Martin McGuinness, as Minister for Education, established Iontaobhas na Gaelscolaíochta (Irish-Medium Schools Trust) and Comhairle na Gaelscolaíochta (Irish-Medium Schools Council), which have revolutionised the development of the Irish-medium education sector in the North.

Sinn Féin also sought and was given a range of commitments of action in relation to the Irish language by the British Government which have been enshrined in the Good Friday Agreement. Sinn Féin has raised the issue of the European Charter for Regional and Minority Languages, and has campaigned relentlessly for its adoption and full implementation in all relevant sectors throughout the North.

In addition, Sinn Féin has sought, both within the Assembly and the Executive, to ensure that the Irish language is accorded the status it deserves and that Irish and the use of Irish are facilitated and promoted at every opportunity.

Within his remit as Minister for Education, Martin McGuinness has delivered the most favourable criteria for the establishment of new Irish-medium schools and the sustaining of existing schools. He has ensured that his Department worked consistently with those charged with the promotion of Irish-medium education.

Within her Department of Health, Minister Bairbre de Brún sought to promote the use of Irish both within the department and in the department's dealings with the public.

Sinn Féin raised the question of funding for Irish language television training and production during talks with the British Government. We received assurances regarding the reception of TG4 and funding for the training and production of Irish language programmes.

Despite the repeated delays by the British government, Sinn Féin continued to lobby for these promises to be delivered. We welcomed the announcement in May 2003 of a £12 million fund for Irish language television, radio and film production and training. The fund is now operational and is already financing a number of initiatives.

Much remains to be done to ensure the new beginning promised for the Irish language and culture in the Good Friday Agreement. The commitments given by the British Government need to be delivered upon.

Sinn Féin priorities for the Irish Language 2005 - 2008

  • Adequate and increased resourcing of Foras na Gaeilge.
  • A strengthening of the clauses chosen by the British Government in Part III of the European Charter for Regional and Minority Languages.
  • The immediate appointment of a Commissioner in the north to oversee the promotion of Irish-language measures within government agencies and departments.
  • The enactment of an Irish Language Bill to give Irish speakers in the north at least the same rights as those in the South.
  • Proper resourcing for the Irish language film, television and radio production fund.
  • The British Communications Act should be amended to give formal recognition to Irish on a par with Welsh and Scots Gàidhlig.
  • A commitment to establish an initiative in relation to the development of Gaelic games on a par with the initiative for the promotion and development of soccer.
  • Speedy delivery on the promises to make TG4 readily accessible in all areas of the North.
  • The delivery of Irish-language policies which seek to ensure the rights of Irish speakers and the promotion of the Irish language at all levels of administration in the North.
  • A proper and integrated approach to the funding and promotion of the arts through the medium of Irish.
  • Sinn Féin have campaigned for 'Stádas' for Irish in the European Union as an official working language in the European Parliament. If this is not secured during the current Luxembourg Presidency we will continue to demand it during the period of the British Government's Presidency.
