Athbhreithniú ar Údarás na Gaeltachta riachtanach– Ó Clochartaigh

Tá géarghá le h-athbhreithniú ar ról agus feidhmeanna Údarás na Gaeltachta agus an chéad céim sa phróiseas sin ná an toghchán do bhaill an bhoird a thabhairt ar ais, dar le h-urlabhraí Gaeilge & Gaeltachta Shinn Féin, an Seanadóir Trevor Ó Clochartaigh.

Ag labhairt dó i ndiaidh dó An Bille um Údarás na Gaeltachta (Leasú), 2017 a chur os comhair an tSeanad, deir Seanadóir Ghaillimh Thiar-Maigh Eo Theas:

“Tá easpa físe, fuinneamh agus acmhainní ar Údarás na Gaeltachta le fada, i dtuairim cuid mhaith de phobal na Gaeltachta a mbím ag caint leo. Baineann go leor de seo le h-easpa acmhainní, ach tá gá le stiúir níos láidre agus cur chuige níos gníomhaí ón eagraíocht i mo thuairim.

“Is beag a chloiseann muid maidir lena bhfuil ar bun ag Údarás na Gaeltacht ó cuireadh deireadh leis na toghcháin dhíreacha chun ionadaithe a thoghadh ar son an phobail ar an mbord i 2012.  Is ceapacháin polaitiúla seachas pobail iad an bhoird reatha agus iad ag damhsa de réir port an Rialtais seachas a bheith ag seasamh suas do na pobail dár díobh iad.

“Caithfidh muid breathnú go fuarchúiseach ar ról an Údarás maidir le fostaíocht a chruthú, pobail bhríomhair a chothú agus cúinsí oiliúna, cultúr agus teanga a bheith mar phríomhchuspóirí ag an eagraíocht.

“D’fhéadfaí an toghchán a ghairm ag an am céanna leis na toghcháin áitiúla agus Eorpacha, sa gcaoi nach mbeadh mórán costas ar bith breise ag baint leis. Chothódh seo agus an ceapachán ar Phríomhfheidhmeannach nua ar an eagraíocht nuair a éiríonn Steve Ó Cúláin as, deis iontach díospóireachta ar ról agus ar thábhacht Údarás na Gaeltachta i gcur chun cinn na gceantair sin agus imeasc an aicme polaitiúil maidir leis na h-acmhainní agus tacaíochtaí stáit breise a theastaíonn leis an obair sin a dhéanamh.

“Tá me sásta gur gheall ceannaire an Rialtais sa Seanad, Jerry Buttimer go mbeadh díospóireacht againn ar an ábhar seo go luath agus i bhfianaise ráitis phoiblí atá déanta ag páirtithe polaitiúla eile go mbeidh siad sásta tacú leis an bille seo chun na toghcháin dhíreacha a thabhairt ar ais nuair a bhíonn deis againn é a chur ós comhair na dtithe”.

Review of Údarás na Gaeltachta essential – Ó Clochartaigh

It is essential that the role and remit of Údarás na Gaeltachta is reviewed and the first step in that process must be the reinstatement of the direct elections to the board, according to Sinn Féin spokesperson on the Irish Language & the Gaeltacht, Senator Trevor Ó Clochartaigh.

Speaking after presenting the Údarás na Gaeltachta (Amendment) Bill 2017 to the Seanad, the Galway West – South Mayo Senator says: 

“In the opinion of many people from the Gaeltacht who I deal with, there has been a notable lack of vision, energy and resources with regard to Údarás na Gaeltachta for quite a while now. A lot of the blame for this is the lack of essential resources for the organisation, but there is also need for a more definite policy direction and more proactive community engagement from the organisation as well I believe. 

“We hear very little about what the Údarás is actually doing since the direct elections of community representatives to the board were scrapped in 2012. The current board are political appointees as opposed to community representatives and they tend to do the bidding of their political masters in government instead of standing up for the communities from which they come. 

“We need to review the role of Údarás na Gaeltachta in creating appropriate employment opportunities, building vibrant communities taking language, social and cultural concerns on board in a measured way and ensure that this is at the heart of the work being done.

“The election could be held at the same time as the local and European elections so there need not be any major cost involved. This, along with the appointment of a new CEO to Údarás when the current incumbent Steve Ó Cúláin retires as planned, offer the ideal opportunity to debate the role of the organisation and the importance of Údarás na Gaeltachta in promoting the Gaeltacht regions, with the political power brokers to ensure that the necessary resources and state supports are provided to achieve this aim. 

“I am delighted that the Governments Leader in the Seanad, Jerry Buttimer, agreed that we should have a debate on the future of Údarás na Gaeltachta in the near future and in light of public statements that have been made by other parties I am hopeful that they will also support our bill to have the direct elections to Údarás na Gaeltachta reinstated, when we get an opportunity to present our bill to the houses”.
