Donnchadh Ó Laoghaire TD welcomes move from Túsla to review Section 13 emergency care orders

2 July, 2017 - by Donnchadh Ó Laoghaire TD

Sinn Fein Children and Youth Affairs spokesperson Donnchadh Ó Laoghaire TD has welcomed an announcement from Túsla that its Board of Directors has agreed to conduct ‘independent research’ on Section 13 emergency interim care orders.

Teachta Ó Laoghaire said this must be a full audit with broad terms of reference.

Speaking this afternoon Teachta Ó Laoghaire said;

“Sinn Féin has been calling for a full audit of section 13 since the publication of Geoffrey Shannon’s report in May, a call echoed by Dr Shannon at last week’s committee meeting.  This is crucial to provide a roadmap in transforming our child protection services.

“In that sense I welcome today’s announcement of independent research but it must be a full audit.

“It must be fully independent with broad terms of reference including all matters relating to section 13, and any other child protection matters or services which the person carrying our the audit considers relevant.  And Túsla should not have a veto over its recommendations.”
