Gaping Holes Remain In Foster Care Services – Ó Laoghaire

Sinn Féin TD and spokesperson for Children and Youth Affairs Donnchadh Ó Laoghaire has said that a report published by HIQA, this morning, of an inspection of Fresh Start Foster Care Service, raises questions as to the level of Child Protection safeguards being afforded to children in foster care settings as “major non-compliance” was found in 5 out of 11 standards which it was examined

The Cork South-Central TD said:

“The intricacies of this morning’s report are of particular interest, and stoke further concerns about Child Protection in the state.

“The service, which is a private service provider, was found to be drastically non-compliant with standards not being met in areas of huge concern.

“Given the media’s scrutiny of this topic over the last few months, it is alarming to see yet another report that flags up issues in the states care and responsibility of vulnerable children.

“The standards which fell short were; matching carers with children and young people, safeguarding and child protection, assessment and approval of foster carers, training and qualifications, and management and monitoring of foster care agency.

“All of the above are imperative to a working system; they should be the bare minimum of what we expect, and the fact that none of them have come close to meeting standards is indicative of a seemingly broken system.”
