163. This Ard Fheis calls for the establishment of an Independent International Truth Commission as part of an effective truth recovery process to address legacy issues related to the past conflict,  and for those  who contributed to this conflict to engage with this Commission to assist  victims, victims’ families and survivors to secure the closure they demand and deserve and also to  contribute to genuine national reconciliation and an inclusive healing process.

164. This Ard Fheis calls for the implementation of the Good Friday Agreement provisions with respect to both a Bill of Rights for the Six Counties  and  equivalent human rights protections in the 26 Counties and for the adoption of an all-island Charter of Rights reflecting the agreed measures for the protection of the fundamental rights of everyone.   This Ard Fheis supports the enshrinement of legally enforceable social and economic rights in these protections.

165. This Ard Fheis supports, as envisaged in the Good Friday and St Andrews Agreements, the establishment of the All-Ireland inter-Parliamentary Forum, which is  currently being taken forward jointly by the Ceann Comhairle in the Dáil and the Speaker in the Assembly and of the All-Ireland Civic Consultative Forum, and calls for a speedy completion of the process to give effect to both,.

This Ard Fheis supports the expansion of the all-Ireland Implementation Bodies and areas of co-operation, and  calls for the early completion of the review of  all-Ireland Implementation Bodies which was established under the St Andrews Agreement.

166. This Ard Fheis calls for continued support for the Loughinisland families’ quest for Truth and Justice. In 1994 six men, Adrian Rogan, Patsy O’Hare, Dan McCreanor, Malcolm Jenkinson, Éamonn Byrne, and Barney Green were killed by the UVF in The Heights bar in Loughinisland and five men were wounded. The families have been failed at every level by the state, by the RUC, by the PSNI and the Police Ombudsman.

167. This Ard Fheis:

- Supports a separate and independent international investigation into the activities of the British Army in the Greater Ballymurphy area between the 9th and the 11th August 1971 which resulted in 11 innocent people being murdered and scores more injured

- Commends the courage of the victims and the survivors

- Pledges to continue to assist the families in their search for truth and justice.

168. This Ard Fheis calls for the immediate and full disclosure of all files from the necessary authorities relating to the murder of IRA Volunteer Pearse Jordan. This Ard Fheis salutes and pays tribute to the Jordan family for their courage and stamina as they continue their journey for truth and justice. As the search for truth and justice enters its 18th year we commit ourselves to stand shoulder to shoulder in solidarity with the Jordan family and assist the family in whatever way possible.

170. This Ard Fheis calls for:

·        The implementation of the agreement between the Prison Service and those prisoners on protest in Roe House in Maghaberry to ensure that all prisoners are held in conditions that respect their human rights and afford them a proper quality of life.

·        The immediate release of those prisoners  currently held in Maghaberry on the basis of a revocation of licence,  and who were originally sentenced for conflict related charges.

  ·        The release of those prisoners sentenced for conflict related charges prior to the signing of the GFA, including Gerry McGeogh.
