TLAC appointees must now be allowed bring new blood into public service - McDonald

6 July, 2011 - by Mary Lou McDonald TD

Responding to the announcement of the external appointments to the Top Level Appointments Committee (TLAC) Sinn Féin Public Expenditure and Reform Spokesperson Mary Lou McDonald TD has commended the Minister’s appointments but called on the Minister to now allow the new committee members bring in new blood into the public service.

Deputy McDonald said:

“Minister Howlin has appointed a group of able and experienced external professionals to the Top Level Appointments Committee (TLAC) and for this he must be commended.

“However the new committee members must now be charged with a clear remit to deliver on the Programme for Government commitment of one third external appointments to senior public service positions as they arise.

“Despite Minister Howlin being charged with Public Sector Reform he himself has fallen at the first hurdle by appointing a Department of Finance official to the position of Secretary General of the Department of Public Expenditure and Reform.

“It is also my understanding that Minister Howlin has also recently appointed his new Assistant Secretary General from within the public service. It will be deeply disappointing if this is indeed the case.

“Challenging the prevailing culture amongst senior public servants that has led to the current inefficiencies within the public service is imperative if the reform agenda is to be achieved. Bringing in expertise and new thinking from outside is a critical component of this job of work.”
