Céimeanna práinneacha le tógáil maidir le cúram leanaí – Ó Clochartaigh

Chuir an Seanadóir Trevor Ó Clochartaigh go gcaithfear céimeanna a ghlacadh láithreach maidir le hardchaighdeán a chinntiú i seirbhísí cúram leanaí na tíre. Duirt sé an méid seo inniu leis an Aire Leanaí Frances Fitzgerald le linn díospóireacht sa Seanad mar thoradh ar an gclár Primetime.

‘Tá ionaid cúram leanaí sa tir nár déanadh iniúchadh orthu le suas le cheithre bliana. Tá ganntann cigirí ann agus ceantair faoi leith ar nós Contae Átha Cliath Theas, Sligeach, Liatroim, an Lú, an Chábhán agus Muineachán Thuaidh nach bhfuil cigire ar bith iontu I láthair na huaire. Ba chóir cigirí a chuir ag feidhmiu sna ceantair sin láithreach’, dar le hurlabhraí sóisearach Dli, Comhionannas & Cosanta Shinn Féin.

‘Bhi Seanadóirí de chuid an Rialtais ag cur an milleán ar Fhianna Fáil faoi seo, ag rá gur chóir dóibh idir €5-10m a bheith curtha ar fáil le formhaoirsiú a dhéanamh ar naíolanna na tire. Dúirt mise mar fhreagra ar seo go bhfuil siad féin i gcumhacht le dhá bhliain anuas anois agus nár chuir siad na h-acmhainní sin ar fáil, ach a mhalairt. Beidh muid ag súil go ndéanfar a leithéad anois agus go mbeidh ionadaithe tofa an Rialtais chomh glórach céanna faoi na ceisteanna seo aimsir an bhuiséid’, a deir Seanadoir Ghaillimh Thiar.

‘Mar Iar-Chathaoirleach ar Choiste Cúram Leanaí na Gaillimhe agus mar Stiurthóir ar naíolann pobail i gConamara, tuigim go bhfuil formhór na naíolanna agus an dream a oibríonn iontu ag feidhmiu thar barr ar bhuiséid theoranta agus le dushláin faoi leith.

‘Níl an fhaillí atá dhá dhéanamh i naíolanna áirithe maidir le h-aire a thabhairt do na leanaí, droch rialú agus ganntann fóirne oilte inghlactha. Is cinnte go bhfuil an iomarca béime i gcuid de na gnóluchtaí seo ar bhrabach a dhéanamh, seachas seirbhísí cúram leanaí a sholáthar agus ardaíonn seo ceisteanna maidir leis an bpolasaí a bhí ag an Rialtas a chuaigh roimhe seo maidir le príobháidiú na naíolanna seo ar bhonn chomh leathan, seachas díríú níos mó ar sheirbhísí pobalbhunaithe nó stáit.

‘Tá cosúlacht ar an scéal freisin go mbaineann cuid de na gnólachtaí mí-úsáid as scéimeanna cosúil le Jobridge, seachas fostaithe oilte a thabhairt isteach agus pá cuí a thabhairt dóibh’, a deir Seanadóir Ghaillimh Thiar.

‘Caithfear deileáil leis na ceisteanna práinneacha cigireachta láithreach agus ansin díospóireacht chuimsitheach a bheith ann ar an earnáil seo chun leasuithe riachtanacha a thabhairt isteach chun an aire is fearr a chinntiú do na leanaí agus an seribhís is gairmiúla a chinntiú dá dtuismitheoirí’, a deir Trevor Ó Clochartaigh.

Urgent Steps need to be taken regarding childcare - Ó Clochartaigh

Senator Trevor Ó Clochartaigh has stated that steps need to be taken immediately in order to ensure high standards in the state's childcare services. Speaking in a debate in the Seanad today, he put this to Minister Frances Fitzgerald on foot of the documentary on Child Care facilities on Primetime this week.

"There are child care facilities in this country which have not been investigated in up to four years. There is an absence of inspectors, and there are areas such as Dublin South, Sligo, Leitrim, Louth, Cavan, and North Monaghan, which have no inspectors currently. Inspectors need to be put in place there immediately.", according to the Sinn Féin Junior Spokesperson on Justice Equality and Defence,

"Government Senators have been blaming Fianna Fáil for this situation, saying that they should have provided between €5-10m for the oversight and inspection of the state's child care facilities. I put it to them that they have been in government for two years and have not put the resources in place, quite the opposite. We believe that they should do that now, and I hope that the government's elected representatives will be as vocal on this issue at the time of the budget.”

"As former Chairperson of the Galway Childcare Committee, and director of the community Nursery in Connemara, I understand that the majority of these facilities, and their staff, perform excellently, on a limited budget and with particular challenges."

"The failures regarding care of children, poor regulation, and lack of staff is not acceptable. Certainly there is far too much emphasis among some of these facilities on making a profit, rather than providing child care facilities, and this raises questions as regards the policies of the previous government, which left the sector in the hands of the private sector by and large, rather than focusing more on services which were state or community provided."

"It also appears as though some of these facilities have misused schemes such as Jobridge, rather than bringing in trained staff and paying them well.

"The urgent issues regarding lack of inspection need to be resolved immediately, and there needs to be a comprehensive debate regarding the sector, to consider the changes which need to be made to administration and regulation in order to ensure the best possible service for these children, and the most professional services for their parents."
