Liadh Ní Riada MEP gains unanimous support for Globalisation Fund amendment

Speaking in Strasbourg today, Sinn Féin MEP for Ireland South Liadh Ní Riada thanked her colleagues for supporting her amendment to the European Globalisation Adjustment Fund (EGF) to promote re-training, upskilling and employment initiatives, and increase eligibility.

In a unanimous vote her amendment to the EGF at the EU Budget Committee was passed, clearing the way for it to appear before the full parliament this week in Brussels.

Ní Riada, who is a member of the EU Budget Committee and also committee Rapporteur on the EGF, said;

“As committee Rapporteur I managed to gain unanimous approval in Brussels for the transfer of funding from the European Global Fund to administer, promote and monitor schemes to help those affected by redundancy and structural unemployment throughout Europe.

“The transfer will mean greater ease of access and increased streamlining in applying for funding for employment, education, and retraining schemes across Europe.

“It will also allow enhanced cooperation between member states and regions, allowing for further coordination and the sharing of expertise.

“I wanted to ensure that regional areas could apply for the funding and that it was not dependent on central Government.”

“This transfer is a step in the right direction, but we need to see increased and sustained investment in key areas such as education, training and research.

Ní Riada welcomed the broadening of the eligibility criteria for EGF assistance to include the self-employed, and those under 25, and called for the threshold to be lowered to allow even greater participation.

“The European Globalisation Adjustment Fund exists to help those out of work due to large scale layoffs and or major structural changes, but this needs to be broadened so that more workers can benefit. It is vital that the self-employed and young people who cannot access training and education are also eligible.

“I am proposing that the eligibility threshold of affected workers be reduced from 500 to 200 in order to reflect the reality of the economic situation across Europe, and allow workers laid off from smaller firms access supports.

“The Fund needs greater resources and I am calling for a return to the previous level of appropriations of EUR 500 million.

“Sinn Féin has long called for greater Irish Government applications for available EU funding, and I reiterate this call.

“We have a duty to ensure the best opportunities for our people, especially those who find themselves out of work through no fault of their own. I will continue to stand up for the workers, at home and in Europe.”

Her proposal will go before the plenary session of the European Parliament in Strasbourg this week.

Ag labhairt i Strasbourg inniu, dúirt an Feisire de Pharlaimint na hEorpa de chuid Shinn Féin, Liadh ní Riada go raibh sí an-bhuíoch dá comhghleacaithe sa Pharlaimint dá dtacaíocht i dtaobh Aa Chiste Eorpach um Choigeatrú don Domhandú (EGF) a shlógadh maidir le traenáil, oilteacht agus leathnú cáilitheacht.

D'aon ghuth comhaontaigh an Coiste Búiséad iomlán le moladh an Feisire Ní Riada. Ba é an céad píosa reachtaíochta ós comhar an Choiste. Anois rachfaidh an moladh ós comhar na Parlaiminte iomlán i Strasbourg.

Dúirt Ní Riada, a bhfuil ina ball ar an gCoiste Buiséad agus rapóirtéar don choiste maidir leis an EGF;

“Mar rapóirtéar bhíos in ann tacaíocht d'aon ghuth a fháilt sa Bhruiséil chun aistriú airgid ón EGF i dtreo scéimeanna le haghaidh daoine dífhostaithe de dheasca iomarcaíocht agus dífhostaíocht structúrach, ar fud na hEorpa.

“Déanfaidh an aistriú airgid ó EGF níos éasca an bealach isteach ar maoiniú agus iarratais i dtaobh scéimeanna fostaíochta, oideachais agus athoiliúnt a shruthlíniú in Éireann agus san Eoraip.

“Comh maith leis an aistriú airgid seo beidh níos mó comhoibriú idir bhallstáit agus réigiúin, ag cur le comhordú agus roinnt saineolas.

“Theastaigh uaim déan cinnte go mbeidh seans cothrom ag na réigiúin chur isteach la haghaidh maoiniú agus nach mbeidh monoplacht ag rialtais lárnacha.

“Is coiscéim san treo chéart atá i gceist anseo, ach tá i bhfad níos mó infheistiú inbhuanaithe ag teastáil maidir le oideachas, oiliúnt ahus taighde.

Chur Ní Riada fáilte roimh an leathnú atá tagtha ar na critéir cháilitheachta don EGF ionas go bhfuil daoine a raibh féinfhostaithe agus daoine faoi 25 in ann cabhair a fháilt san áireamh.

“Tá an ciste seo ann le haghaigh cabhair a thabhairt d'iad siúd a bhfágadh iomarcaigh do dheasca mórathruithe structúracha, ach tá orainn é seo a leathnú arís chun cinntiú go mbeidh daoine féinfhostaithe a bhfuil i dtrioblóid, agus daoine óga nach bhfuil i mbun oideachas nó oiliúnt in ann an cabhair seo a fháilt.

Tá níos mó achmhainní ag teastáil ón EGF agus táimse ag rá go bhfuil orainn filleadh ar an léibhéal leithreasaí do EUR 500 milliún mar a bhí cheanna.

“Tá Sinn Féin i mbun glaoanna le fada an lá ag éilimh ar an Rialtas níos mó maoiniú a tharraingt síos ón Eorap le fostaíocht a chruthú.

“Té dualgas ann ne deiseanna is fearra chur ar fáil do mhuintir na tíre, go háirithe iadsan a bhfuil dífhostaithe gan aon locht orthu féin. Séasfaidh mé an fód ar a son, sa bhaile agus san Eorap.”
