EU must resource protection of biodiversity: de Brún

24 February, 2005

Speaking during a debate in the European Parliament this week, Sinn Féin MEP, Bairbre de Brún has called on the European Commission to provide adequate resourcing for their Natura 2000 biodiversity plan.

Ms de Brún said:

"Natura 2000 is an important step in protecting and developing the biodiversity and nature reserves of the European Union. Sinn Féin supports this measure as we recognise the great potential which it contains.

"Like all such initiatives it requires adequate resourcing and political will to translate the good intentions of the Commissions Communication to real and meaningful actions in implementation.

"Is céim tábhachtach chun tosaigh é Natura 2000 chun Ilghnéitheacht Bhitheolaíoch agus Tearmainn Dúlra an ChomhAontas Eorpach a chaomhnú is a fhorbairt. Bhí tacaíochtmhór ag GUE/NGL leis an bheart seo, cionn is go n-aithnímid an acmhainn a luíonn istigh ann.

"Mar a gceanna le tionscnaimh uilig mar seo, tá gá ann chun go leor acmhainní agus toil pholaitiúil / plaghadaíocht a chur ar fáil sa dóigh is gur féidir rúin maithe Teagmhálaí an Choimisiún a chur i bhfeidhm fríd gníomartha réadacha fiúntacha.

"I and my colleagues in GUE/NGL agree with the World Wildlife Fund and BirdLife in supporting the integration of Natura 2000 financing provisions into the main EU funding programmes. Such mainstreaming is clearly the best option. There is widespread concern that the Commission's proposed financing policy will not deliver the necessary funds in practice unless the different financing Regulations for the financial perspectives 2007-2013, currently under consideration in the Parliament and Council, are considerably strengthened.

"The new LIFE + environmental financing instrument should also include a dedicated programme for biodiversity, which could finance measures that are not covered by the Structural, Rural Development or Fisheries Funds,

"Moreover, there is a need for strong guarantees both from the Commission and Member States to ensure that sufficient funds are allocated to the management of Natura 2000 sites.

"The aim of protecting natural habitats and endangered wildlife; the promotion of a cooperative approach between protecting the environment and rural development; and the integration of Natura 2000 with EFF fishing regulations are all important and valuable goals. They need political and financial support to become reality and I would urge the Commission to take its responsibilities in this regard with a great degree of seriousness.

Tá an aidhm chun gnáthóga nadúrtha agus dúlra i mbaol a chosaint.; ardú céime an chur chuige chomhoibreach eadar cosaint an imshaoil agus forbairt tuaithe.; agus comhtháthú Natura 2000 le rialacháin iascaireachta an EFF. uilig tábhachtach agus mar spriocanna luachmhara. Chun beatha a chur iontu, tá tacaíocht pholaitiúil / phlaghadaíocht agus tacaíocht airgeadais de dhith, agus gríosaím an Coimisiún dualgais s'aige a ghlacadh faoi dháiríre mhór maidir leis seo."
