Motion 92 calls for poverty eradication to remain the overarching goal of EU development assistance. It should be clearly understood that this is in the context of global justice and not merely a question of giving some money to alleviate the hardship that structural inequalities continue to create.

Faigheann thart fá 24,000 duine bás in aghaidh an lae de thoradh an ocrais nó de thoradh chúrsaí ocrais. Dar leis na Náisiúin Aontaithe, is páistí faoi bhun cúig bliana d'aois 75% díobh siúd. Roughly 24,000 people die every day from hunger or hunger related causes. According to the UN three quarters of the deaths are children under the age of five. Some 800 million people around the globe suffer from hunger and malnutrition. More than 10% of children in developing countries die before the age of five. 2.8 billion people live on less than €1.50 a day, and 1.2 billion people live on less than €0.75 a day approximately.

In the next 25 years, an estimated 2 billion people will be added to the world's population, almost all of them in developing countries.

These figures are only the tip of an iceberg of world poverty and inequality that is getting worse with each year. They serve to illustrate that the world in which we live is dominated by hunger, disease and underdevelopment.

This state of affairs is not natural nor is it accidental. It is the consequence of a political and economic system that turns its back on the world's poor.

In 1970 leading EU member states pledged to provide 0.7% of Gross National Income on aid to developing countries by 1980. Today, 25 years later only five of the original 15 member states have met this target.

In September 2000 the member states of the United Nations unanimously adopted the Millennium Declaration. One of the targets in this declaration is to halve the proportion of people living on $1(€0.75) a day by 2015. Unless rich countries meet the very modest target of 0.7% of GNI this target cannot be reached.

It is an indictment of the Irish government that during a decade of unprecedented growth and prosperity they could not meet this target.

Equally troubling is the fact that the European Commission in their projected development spending for 2007-2013 has proposed a reduction in development aid and an increase in security budgets. These proposals run contrary to the UN priorities as set out in the Millennium Development Goals and will actively undermine any attempts to tackle world poverty and hunger.

Meán Fómhair 2000 chinn ballstáit na Náisiúin Aontaithe d'aon ghuth ar Fhorógra na Mílaoise. Tá sí mar aidhm (i measc na naidhmeanna eile) ag an Fhorógra laghdú 50% a fháil ar líon na ndaoine nach bhfuil ach $1 (€0.75) acu in aghaidh an lae roimh an bhliain 2015. Muna shroichtear cuspóir an 0.7% OIN ag na tíortha saibhre, teipfear ar an aidhm sin.

Is ábhar imní é go bhfuil sé molta ina phlean caiteachachais ag Coimisiún an Aontais Eorpaigh go laghdófar an an chaiteachas do na réigiúin neamhfhorbartha sna blianta 2007 go 2013 agus go méadófar ar an chaiteachas ar cháinaisnéisí na slándála.

Ritheann na moltaí seo in éadan phriarachtaí na Náisiúin Aontaithe mar a leagtar síos iad i gCuspóirí Forbartha na Mílaoise agus bainfidh siad na cosa de hiarrachtaí ar bith a ndéanfar dul i ngleic le bochtaineacht agus le hocras domhanda.

A further worrying development is the linking of humanitarian aid within the proposed EU Constitution with security policy or what has become known as 'the fight against terrorism'. Article III-309 explicitly links provisions of the Common Security and Defence Policy with the provision of aid mission and other humanitarian tasks. Aid NGOs have said that "Development co-operation must not be subordinated to EU foreign, security or commercial policy agendas in the EU's policy or institutional framework. The Treaty must make explicit reference to the autonomy, neutrality, and impartiality of EU humanitarian aid. It should not constitute an instrument for EU security policy in a 'war on terror'." Unfortunately such subordination of aid to security policy is becoming commonplace among member states and within the EU.

Motion 92 expresses its deep concern at such developments. It commits Sinn Féin to playing an active campaigning role at home and within the EU on these issues. We need to work with those who, like us, believe in the 0.7% of GNI as the first small step in meeting the MDG. We need to see the complete cancellation of developing world debt. We need to see an end to the subordination of aid to security policy and an increase in EU expenditure on combating poverty and hunger. We need to see structural barriers to progress in developing countries removed.

More over we need to see a meaningful debate on issues of aid and trade policy in the overdeveloped world so that governments, farmers, traders and NGOs in the developing world can be assisted and empowered to build their way out of poverty and inequality.

Níor chóir dó bheith ina ghléas do pholasaí slándála an Aontais Eorpaigh ina "cogadh in éadan an sceimhlithe". Ar an drochuair, is minic anois an t-ísliú sin a dhéanamh ar an chúnamh faoi pholasaí slándála na mballstát san Aontas Eorpach.

Cuireann Rún 92 a imní dhomhain in iúl faoi na himeachtaí sin. Dearbhaíonn sé go mbeidh páirt ghníomhach fheachtach á glacadh ag Sinn Féin sa bhaile agus san AE sa cheist seo. Caithfimid oibriú leo siúd, gualainn ar ghualainn, a chreideann gur chéadchoiscéim í an 0.7% de OIN i dtreo Chuspóirí Forbartha na Mílaoise.

Caithfimid a fheiceáil go gcealaítear -- ina n-iomlán -- fiacha domhanda na dtíortha neamhfhorbartha. Ina theannta sin, caithfimid a fheiceáil go mbristear an ceangal idir an chúnamh agus polasaí na slandála. Caitfear méadú a dhéanamh i gcaiteachas an AE le dul i ngleic leis an bhochtaineacht agus an ocras. Caithfear críoch a chur le constaicí struchtúrtha ar an fhorbairt sna tíortha neamhfhorbartha.

Lena chois sin, caithfidh muid díospóireacht bhríomhar a fheiceáil ar cheisteanna an chúnaimh agus pholasaí na trádála sna tíortha rí-fhorbartha sa tslí is go bhféadfar lámh chuidithe a thabhairt do rialtais, d'fheirmeoirí, do thrádálaithe agus d'Eagraíochtaí NeamhRialtas sna tíortha neamhfhorbartha, sa tslí is gcuirfear ar a gcumas a mbealach a bhaint as an bhochtaineacht agus as an neamhionannas.

The EU and individual member states have a huge responsibility in tackling the poverty and inequality that presently grips the world. We must not shirk this responsibility.

I urge this Ard Fheis to support motion 92.
