Martin Kenny TD makes Protected Disclosure to Minister for Justice
Sinn Féin TD for Sligo, Leitrim, West Cavan and South Donegal, Martin Kenny TD, revealed today that he had made a Protected Disclosure to the Minister for Justice, Frances Fitzgerald TD, last Friday.
Deputy Kenny said:
“On 26 May this year, I made a Dáil speech outlining my concerns about garda misconduct in the Leitrim District. I provided a copy of the speech to the Minister for Justice, Frances Fitzgerald.
“I am disappointed that no meaningful action or consultation with me has taken place since then, so I am using the provisions of the Department of Public Expenditure and Reform Guidelines to provide more details to the Minister, arising from information provided to me by third parties.
“Also last week, I went to GSOC to request that it take over the investigation into the disappearance, possibly murder, of Leitrim man, Pat Heeran.
“I note that in its report on Garda Siochana Protected Disclosure Policy, also published last week, the Policing Authority makes some constructive recommendations. Among these is the provision for feedback to the person who makes the disclosure and I welcome this wholeheartedly.
“As an elected Teachta Dála for the district about which I am making this disclosure, I find I am not receiving a satisfactory response or an indication that my allegations are being taken with the seriousness that they deserve.
“It emphasizes again how difficult must be the experience of being a whistleblower from within the Garda Siochana or as a civilian complainant, who unfortunately, experience tells us have been treated appallingly.
“I am in the fortunate position that as a member of the Dáil, I have access to the Minister but even so, six months has passed since my speech regarding malpractise within Leitrim Garda District without satisfactory response.
“I look forward to this changing as a result of the Policing Authority report and my latest approach to the Minister.”
