Launch of Donostia Protocol must be welcomed – Ní Riada

14 December, 2016 - by Liadh Ní Riada MEP

Sinn Féin MEP Liadh Ní Riada has given her support to the Protocol to Ensure Language Rights (The Donostia Protocol), which will be launched this week in the Basque Country.

The document lists 180 measures that should be taken to ensure language rights across Europe.

Speaking in the European Parliament in Strasbourg, Liadh Ní Riada said:

“This new tool, which comes from the civil society sector, is intended to act as a defence for speakers of lesser-used, regional and indigenous languages.

“Language is a live issue in Europe, as it is at home. Already there are too many ways for authorities to make excuses and avoid their obligations. There is no doubt that people's language rights are being violated across Europe.

“In Ireland, for example, both the Irish and British Governments are failing in their obligations to support the Irish language in the north. Their unwillingness to act on the St. Andrews Agreement or to advocate for an Irish Language Act is hurting the Irish language community in the north and impacting upon the rights of Irish speakers in the six counties.

“In the south the Government has cut an additional 9% from the budget for the Irish Language and An Gaeltacht, when its clear that the existing allocation was not sufficient, and the rights of Irish speakers were not being met.

“It's important that we stand up for human rights and for language rights. Our languages are important, for our identities, for our cultures, for diversity and for understanding. Our rights as language communities and our rights as individual users of those languages are worthy of respect.

“When it comes to our language rights, or to any other rights that we are denied, we cannot stop until we vindicate them. I am confident that the Donostia Protocol will help us achieve those rights. I will continue to advocate for language rights at home and in Europe, and this timely document will underpin that work.”

Cuireann Ní Riada fáilte roimh seoladh Prótacal Donosita

Tá tacaíocht léirithe ag Féisire Eorpa de chuid Shinn Féin Liadh Ní Riada den Prótacal chun Cearta Teanga a Chinntiú (Prótacal Donostia) atá le seoladh an seachtain seo i dtír na mBascach. Cuireann an Prótacal 180 bhearta i láithear chun cearta teanga a chinntiú ar fud na hEorpa.

Ag labhairt i bParlaimint na hEorpa i Strasbourg duairt Liadh Ní Riada:

“Is uirlis nua é an Prótacal seo , a tháinig ó earnáil eagraíochtaí na sochaí sibhialta agus an aidhm atá aige ná cosaint a thabhairt do cainteoirí teangacha neamhfhorleathana, réigiunacha agus dúchasacha.

“Is buncheist bheo í an teanga san Eorap, mar atá sí sa bhaile. Cheanna féin tá an iomarca modhanna ag na húdaráis hleithcheal a dhéanamh, agus níl aon amhras ach go bhfuil cearta teanga daoine a sharú ar fud na hEorpa.

“In Éireann, mar shampla, tá Rialtas na hÉireann maraon le Rialtas na Breataine, ag tabhairt neamhaird ar a ndualgais tacú leis an nGaeilge ó thuaidh. Tá a neamhthoilteanas Comhaontú Chill Rìmhinn a chuir i ngníomh, nó Acht na Gaeilge a reachtáil ag cuir isteach ar cearta lucht labhartha na Gaeilge sna sé chontae.

“O dheas le déanaí dhein an Rialtas ciorruithe 9% ar bhuiséid na Gaeilge agus na Gaeltachts, nuair atá sé soiléir nach raibh an caiteachas sásúil cheana féin, agus nach raibh freasta mar ba cheart ar chearta teanga obail na Gaeilge.

“Tá sé tábhachtach go sheasaimíd go láidir ar son cearta daona agus ar son cearta teanga. Tá ar dteangacha tábhachtach dár bhféiniúlacht, dár gcultúir, dár n-éagsúlacht agus dár dtuiscint. Tá meas toillte againn dár gcearta mar phobail agus dár gcearta mar daoine.

“Nuair atá ár gcearta teanga i gceist, nó aon cearta atá á shéanadh uainn, ní féidir linn stopadh go dtí go bhfuil siad bainte amach againn. Cuirfidh Prótacal Donostia lenar gcumar agus sinn ag troid ar son ár gcearta.”
